Based on your description, the Dollar Store was definitely a Pay 'n Save. The bird's eye view of the building shows it was still a Rite Aid quite recently. Some maps show what appears to be a small stream on that part of the property. My guess is that it was done to appease the local zoning board.

There's an ex-Kinney building in Lakewood, Wash. that was built in 1976: Google Street View. Obviously they had eliminated the "flip up" overhang from their standard design by then. Interestingly, the property is still owned by the Ventnor Group, Kinney's (and Woolworth's) successor.

They came to the Puget Sound area around 1987. Many of them went into new strip developments that were being built at the time. I couldn't find an example of their logo online, but it was a rounded multi-colored letter "P" that had a tail that extended from the loop. I recall the interiors...
