According to this ad circular dating from June 1972, here is a list of Safeway locations in the Portland and Vancouver area (39 are listed within the respective city limits):

18565 S.W. Tualatin Valley Hwy. (re-opened December 16, 1979; moved to 20535 S.W. Tualatin Valley Hwy. in October 2000)

Beaverton:
12155 S.W. Broadway (opened February 1964; moved to 6194 S.W. Murray Blvd. in April 1985)

Camas, WA:
702 N.E. 3rd Ave. (opened October 30, 1967; this location was expanded sometime in the early-mid 1990s and has just recently had a new Lifestyle makeover)

Forest Grove:
1531 Pacific Hwy. (moved to 2836 Pacific Hwy. circa 1990)

Gresham:
50 N.W. 5th St. (moved to 1455 N.E. Division St. May 1, 1974)

Hillsboro:

Lake Oswego:
401 "A" Ave. (opened February 1, 1965; this location massively reworked for 2003 without straying far from the building's iconic origin)

10554 S.E. Main St. (erroneously reads: 730 N. Main St.) (opened May 1951; re-opened February 1967; closed January 1, 1997)

3940 S.E. Powell Blvd. (this 1941 location was initially demolished in 1973 and reopened February 1974; was again demolished in early 2000 and massively reconstructed throughout that year)
2800 S.E. Hawthorne Blvd. (opened July 15, 1963; falsefronted circa 1995)
7020 N.E. Sandy Blvd. (opened January 2, 1941 and re-opened 1958; when this store closed at some point later in '72 to become the Rose City Church of the Nazarene, Safeway was absent from the Rose City area for the next 20 years, having not returned there until after Fred Meyer had moved out, with Safeway acquiring that chain's 6939 N.E. Sandy Blvd. location)

One town listed that no longer has a Safeway is Castle Rock, WA. That building still exists, for many years it operated as an independent, and more recently was a business called Hoppin' Houses which rented inflatable houses for birthday parties etc. The building has sat vacant for a few years.
