The only fit for that site is JCPenney, which hasn't been in San Bernardino since they closed their location at the Carousel Mall.

Kohls could be another possibility.

This store is HUGE (3 levels, 200,000+ sq ft), and when I visited it back when the store was closing, still had a lot of original May Co flooring, lighting, brickwork and design. This will all be lost when whomever moves in remodels the store.

San Bernardino - Inland Center Mall, former Gottschalks

Originally opened as May Co. in 1966, but closed in 1993 upon the merger with J.W. Robinson's at which time the building was sold to Gottschalks (1993/94-2009).
I wish I could see this site more in detail and from behind the walls closed off to the public. I am thinking that I can spot old windows above the west end of the store (facing the 215) on the 3rd level. I wonder if this area was where the original restaurant was. It would make sense since this is the area where the stone arches and old flooring is in the old Gottschalks.
